PROJECT PROPOSALS FOR AGRICULTURE MECHANISATION

Overview:

Rice accounts for nearly 95% of the total amount of food grains produced within the State. Paddy growing areas in Kerala amounted to 33.16% of its total cropped area during the year 1960-61 is declined to 18.38% in 1990-91 and further decreased to 12.10% by the year 1998-99. At present the total paddy cultivated area is only 2.89 lakh hectares compared to 10 lakh hectres during the 1980 s.

Need for Farm Mechanization

Over a century, rice cultivation in Kuttanad , including dewatering was carried out with only manual labour. The first mechanization was the entry of a special pumping device called petty and para  and still wildly accepted and utilized by the  farmers of kuttanand because of its simplicity and ease of operation and maintance. With the decline in labour availability, decrease in profitability from rice farming and farmers abandoning rice farming on economic grounds, the organized resistance by the unions is selectively reducing.

For Kerala to make a positive impart in agriculture, infusion of modern technology  and methodology is a must.  Farm mechanization has been helpful to bring about a significant improvement in agricultural productivity. Using mechanical equipment which has higher output capacity cuts down the number of operations to be performed has helped in increasing area under cultivation and its productivity. Mechanization reduces the cost of production and saves labour. Further, large scale production reduces the unit cost on the farms and also reduces the weather risk and risk of non-availability of labour. Timely marketing is also made possible by quick harvesting, cleaning and handling.  Mechanization  also helps to reduce the harvesting losses considerably. Now in Kuttanad , farmers uses mechanized plouging, spraying, harvesting and  threshing inc lud ing c omb ine ha rvester-cum- thresher.Most of the c omb ine harvester c omes from outsid e a nd fa rmers a re req uired to p a y exorb ita nt3 charges. There is widespread demand for providing farm machineries and  related service support within kuttanad at reasonable rates.

Constraints in Mechanization

Small size and scattered holdings of the farmers stand in the way of mechanization.  Majority of small cultivators are poor who are not in a position to purchase the costly machinery like tractors, combine harvesters, transplanters etc.

To popularize mechanization:-

The machineries should be made available to the farmers at a nominal cost. The use of the advanced machinery custom hiring should be encouraged. Technical know-how should be provided to the farmers with respect to appropriateness farm machinery for the situation and its proper use. Training relating to farm machinery and equipment should be imparted to the farmers.

The package has the following components.

1. Supply of   Motor with petty and para sets

The kuttanad area is lying below sea level ranging from a deviation of 0.60 m to 2.00 m M.S.L  waterlogged almost throughout the year, subject to continued floods submergence during monsoons and advances of salinity during summer months. Hence for cultivation of paddy, continuous dewatering from the padasekharams is a must.

There are 1805 padsekharams spread in the three districts of Alappuzha, Kottayam, and Pathanamtitta with an area of 52678 ha. and 76382 farmers. Since all the padasekharams is lying below sea level water has to be pumped out  to make the padom cultivable and a continuous process till harvesting. Every padsekharams have the power allocation and electricity is free for agriculture in kerala.Even though some of the padasekharams are having dewatering sets (motor with petty para sets) of their own, most of the padasekharam doesn t have and they cannot afford to buy the same. Several padsekarams in purakkad Kari and few other padasekharams in other panchayaths wanted common pumping facility because it will help in quick pumping to sow the viruppu crop on time, save it from floods and to use the pump during summer to keep the fields submerged. 877 Electric motor with petty para sets with HP varying from 10 to 60( total  22760 HP) are required.

SCOPE OF THE PROJECT

The project envisages strengthening the infrastructure facilities of the district level agricultural engineering workshops and the three centres of M/s. Kerala Agro Industries corporation, to function as custom hiring service cum training9 centers .The machinery / Implements will be hired to farmers on rent as per their request. .The Agricultural machinery/ implements available in the district under the department will be pooled and keep under the unit.

At present there are two Assistant engineer s in each district. Each custom hiring unit will be put under the charge of one Assistant Engineer( Agri.) and he will be function as a separate independent unit( machinery wing) The mechanical staff available in each AEE(Agri) office of the department ( foreman-1,Stoe in charge- 1, senior mechanic-1., mechanic-2, electriction-1, welder-1, fitter-1, tractor driver -8, Tractor cleaner -4, watchman-2)) will also be deployed and attached to this unit. Additional mechanic required (5 nos) will be deployed from the Assistant  Director  of Agriculture office of the district or nearby district. Hence the staff available in each custom hiring unit will be as follows after deployment Assist Engineer-1, store in charge-1, Foreman-1, Senior mechanic-1. Mechanic- 7, Electriction-1 welder-1, fitter-1, tractor driver-8,tractor cleanerer-4 watchman -2 The services of the trained personnel will also be utilized as per requirement and operators will be engaged on daily basis during plouging and harvesting season as per requirement. The number of operators required and their wages will .be fixed by the Regional  mointeering committee.

M/s. Kerala Agro industries corporation will make their own arrangements for employing skilled operators  as per requirements
